Regular City Council Meeting

The governing body of the City of Kirwin met Tuesday, June 5, 2007 for the regular city council meeting.

 

Present: Mayor Robert Hoffman

 

Council members present: Brenda Loyd, Linda Roth, Rhonda Gibson, Todd Lumpkin, June Eakin

 

City employee present: City Clerk Wanda Jameson, City Superintendent Harold Holsman

 

Visitors present: Diane Hanchett, Betty Still, Helen Cannon, Eric Weeden, Tiffany Weeden, Ramona Shively, Curtis Bretton

 

Mayor Hoffman called the meeting to order at 7:30 p.m.

 

Lumpkin moved, Roth seconded to approve the minutes of the May 1, 2007 regular meeting.

 

Eakin asked permission to ask questions before vote was taken.

Floor was given to Eakin. Questions regarding the cities mowing practices and the old bank building were discussed.

 

Call for previous question. Lumpkin moved, Roth seconded to approve the minutes of the May 1. 2007 regular meeting. Motion carried 5-0.

 

Loyd moved, Gibson seconded to approve the bills for payment.  Motion carried 5-0

 

Guest Diane Hanchett addressed the council about using the Kirwin Community Building as a post emergency facility. Ms. Hanchett explained what the building would possibly be used for in an emergency and gave the council informative suggestions on improvements to the facility.

Lumpkin moved, Gibson seconded to sign an agreement with Red Cross for use of the Kirwin Community Building as a Red Cross Shelter. Motion carried 5-0.

 

Ten minute recess called. 8:13pm

Meeting resumed 8:23pm 

 

Eric and Tiffany Weeden asked council for an extension on an ordinance violation until July 15th.  Extension granted

 

Old bank building was discussed. Eakin reported she had spoken to Vaughn and Rader about possible demolition of the building.  

 

June moved, Lumpkin seconded to pursue possible avenues to help with the demolition of the old bank building. Motion carried 5-0.

 

A Directive was given to the City Clerk to write a letter to Randy Vaughn about the asbestos report.

 

Gibson moved, Roth seconded to allow Melissa Johnson to pursue grants for the upgrade of the Kirwin Community Building.

 

Gibson moved, Lumpkin seconded to increase the price of gravel to $26.75 for ¾ yard. Motion carried 5-0

 

Roth moved, Gibson seconded to write an Ordinance for the increase in price of new water line installation.

 

When ordering the new Siren the timer was overlooked. The City reviewed a new bid option for the timer from Rural Telephone. Lumpkin motioned, Loyd seconded to purchase the Siren Timer from Rural Telephone. Motion carried 5-0

 

Tree limb dump was discussed and the strict rules the City needs to follow to keep the dump from being closed. Roth moved, Lumpkin seconded to change the tree limb dump key to a secure key. Motion carried 5-0.

 

Roth moved, Loyd seconded that council members take turns being in charge of the tree dump key on Saturdays that Harold is gone. Motion carried 5-0.

 

Directive was given to Harold to have a second tree dump key made and for Wanda to implement a council work schedule.

 

Directive was given to write a letter of support for the Rooks County and Osborne County E-Waste program.

 

Loyd moved, Gibson seconded to accept the Kirwin City and Fire Department contract. Motion carried 5-0. 

 

Lumpkin moved, Roth seconded to send the budget for preparation to Kansas Department of Administration; Division of Accounts and Reports. Motion carried 5-0.
