Regular City Council Meeting

The governing body of the City of Kirwin met Tuesday, May 1, 2007 for the regular city council meeting.

 

Present: Mayor Robert Hoffman

 

Council members present: Brenda Loyd, Linda Roth, Rhonda Gibson, Todd Lumpkin, Tracey Atchison

 

City employee present: City Clerk Wanda Jameson, City Superintendent Harold Holsman

 

Visitors present: Betty Still, Helen Cannon, Judy Stockman, Eunice Miller, Robert Eakin, June Eakin

 

Mayor Hoffman called the meeting to order at 7:30 p.m.

 

Lumpkin moved, Roth seconded to approve the minutes of the April 3, 2007 regular meeting.  Motion carried 5-0.

 

Oath of Office was signed. June Eakin took her place on the council Tracey Atchison stepped down.

 

Mayor asked for nominations for Council President.

Brenda Loyd was nominated. Gibson moved Roth seconded to accept Brenda Loyd for council President. Carried 5-0

 

Mayor Hoffman asked council if there were any changes in city procedure at this time.

No action taken.

 

Lumpkin motioned and Roth seconded to reinstate City employees; City Clerk Wanda Jameson and City Superintendent Harold Holsman.  Motion carried. 5-0 

 

 

Lumpkin moved, Loyd seconded to approve the bills for payment.  Motion carried 5-0

 

Guest Judy Stockman on behalf of the United Methodist Church addressed council concerning the Legal Property Line of the Legion Hall and the out building in the alley

Loyd moved Roth seconded to sign a Quick Claim Deed for the south three feet of L 20, Blk C, R 6, facing the Public Square in the town of Kirwin to the Board of Trustees of the United Methodist Church and a Resolution that the city will take no action to forcibly remove the structure which encroaches 1.2 feet into the alley directly to the east of the property L18 Blk C, R 6, facing the public square. Motion carried 5-0.  

 

 

Directive given to City Clerk to sign all accounts belonging to Kirwin Firefighter’s relief over to the Kirwin Firefighter Assoc.  

 

The old bank building on the east side of the square was discussed.

No action taken.

 

Loyd motioned and Roth seconded to purchase 4 loads of rock or shale. Motion carried 5-0.

 

  Loyd moved, Lumpkin seconded to accept a bid from Bohl construction to clean the property located at City of Kirwin D9 Lots 11-12.  Motion carried 5-0.

 

Loyd moved, Lumpkin seconded to pay Midwest bills contracted through Oneke when due. Motion carried 5-0

 

Supports for the Library Board having the building rewired. Tabled until more information is available.

 

Lumpkin moved, Loyd seconded to send Wanda to LKM classes in June. Motion carried 5-0

 

City mowing was discussed.  No action taken.

 

Community Building and Red Cross update.

 

NW Kansas Mayor Association was discussed.

 

Announcement of Call Center went to the City of Halstead.

 

Todd moved, Loyd seconded to discontinue PCDI membership. Motion carried 5-0.

 

Lumpkin moved, Loyd seconded to order 2007 LKM handbooks for all Council members and Mayor. Motion carried 5-0.

 

Roth moved, Lumpkin seconded to adjourn the meeting. Motion carried 5-0
