Regular City Council Meeting

The governing body of the City of Kirwin met Tuesday, February 06, 2007 for the regular city council meeting.

 

Present: Mayor Robert Hoffman

 

Council members present: Todd Lumpkin, Brenda Loyd, Linda Roth, Tracy Atchison, Rhonda Gibson

 

City employee present: City Clerk Wanda Jameson

 

Visitors present: Max Lowry, Chris Knowles, Melissa Johnson, Judy Stockman, Bruce Stockman, Betty Still, Helen Cannon, Steve Miller

 

Mayor Hoffman called the meeting to order at 7:30 p.m. 

 

Lumpkin moved, Loyd seconded to approve the minutes of the January 2007 regular meeting.  Motion carried 5-0.

 

Lumpkin moved, Roth seconded to approve the bills for payment.  Motion carried 5-0.

 

Mayor Hoffman called a 15 minute executive session.

 

Meeting resumed 7:47

 

Guests Melissa Johnson and Max Lowry were given the floor.

Melissa updated council on the Call Center.

Max updated council on Logan’s position with the Call Center.

 

Lumpkin motioned and Roth seconded to offer to the Call Center Vendor

1)      3year lease, no rent

2)      All renovations (complete build-out) based on good-faith efforts to obtain grant funds

3)      3 year free water and trash utility

On the Activity center building and that the City of Kirwin enters into a cooperative agreement with the City of Logan, as a “cooperative” unit to apply for grant funds from the Dane G. Hansen Foundation.

Motion carried 5-0.

 

 

 

Steve Miller from Discover Phillips County addressed the council about their Banner Program.

Lumpkin moved and Loyd seconded to allow the Discover Phillips County Banners to be affixed to city poles when purchased. Motion carried 5-0

 

Old Business

 

Melissa Johnson presented the final figures regarding the purchase and installation of a new siren system. 

Gibson moved and Lumpkin seconded to proceed with the project. Motion carried 5-0

 

Council was informed earlier in the month that the City of Kirwin was not selected to receive funds for Water/Sewer assistance through the Kansas Small Cities community Development Block Grant Program.

A letter was introduced from Kansas Department of Health and Environment offering to issue an Administrative Order to the City of Kirwin to allow the City to again apply to the CDBG grant competition in October provided the City agrees to move forward with the project by implementing actions described in their letter. 

 Amy Griffey has been contacted and council agreed to call a special meeting this month if need be when more information is obtained.

 

Directives to City Clerk:

1)      Write a letter notifying Darrell Bretton, Kensington KS he has 30 day to remove the junk vehicles purchased from the city or he will forfeit the vehicles.

2)      Write a letter to Virgil Henry with specifics on the cleanup of the property at the corner of 4th and Washington.

 

Gibson moved and Loyd seconded to deny the license for the Hillbilly Inn 2.  Motion carried 5-0

New Business

 

A letter to the City of Kirwin from the Phillips County Commissioners informing the city they are considering an increase in the Solid Waste charge.

 

Lumpkin moved and Loyd seconded to buy a battery charger. Motion carries 5-0

 

Gibson moved and Roth seconded to waive fee for one time use of Community Building for the Feb. 14th Teens for Christ and Feb. 7the UMW exercise class. Motion carried 5-0

 

 

 

 

Emergency preparedness and the NIMS classes were discussed. It was decided to ask Deb Hayes to reschedule to talk to the council and NIMS classes would be scheduled for a Wednesday evening that would be convenient for Deb Hayes to teach. 

 

Roth moved, Gibson seconded to accept the revised contract with the Kirwin Community Improvement Committee. Motion carries 5-0

 

Loyd moved and Lumpkin seconded to appoint Rhonda Gibson to supervise Kirwin’s participation in the County Wide Cleanup in the spring. Motion carried 5-0

 

Roth moved Lumpkin seconded to adjourn meeting.
