Regular City Council Meeting

The governing body of the City of Kirwin met Tuesday, September 4, 2007 for the regular city council meeting.
Present: Mayor Robert Hoffman
Council members: present: Brenda Loyd, Linda Roth, Rhonda Gibson, Todd Lumpkin, June Eakin
City employee present: City Clerk Wanda Jameson, City Superintendent Harold Holsman
Visitors present: Betty Still, Helen, Eileen Stackhouse, Judy Stockman, Melissa Johnson, Robert Eakin, and Randy Vaughn
Mayor Hoffman called the meeting to order at 7:30 p.m.
Lumpkin moved, Eakin seconded to approve the minutes of the August 2007 regular meeting. Motion carried 5-0.
Loyd moved, Lumpkin seconded to approve the bills for payment. Motion carried 5-0.
Randy Vaughn addressed council with his plans on demolition of the old bank building. He asked that the city give a waiver of liability on city property associated with this project.
Loyd moved, Gibson seconded to waive liability to city property on the demolition project of the old bank building. Motion carried 5-0.
Discussion and update on property cleanup.
Loyd moved, Gibson seconded to get estimates and send a 10 day warning notice on property clean up. Motion carried 5-0.
8:07 Lumpkin left meeting for fire emergency.
8:12 Brenda moved, Eakin seconded to utilize James Beatty’s services provided by Nex-Tech. Motion carried 4-0.
Melissa Johnson asked council for permission to hang yellow ribbon banner for our local soldiers.
Brenda moved, Roth seconded to allow yellow ribbon banners to be hung from city light poles. Motion carried 4-0.
Directive given to City Superintendent to hang U.S. flags on the following Holidays;
Memorial Day, 4th of July, Labor Day, Veteran’s Day, Flag Day
Melissa Johnson left the meeting.
Kirwin City Fire Department report was read.
Eileen Stackhouse, Judy Stockman left the meeting.
Gibson moved, Loyd seconded to give permission to the Wellness Center to use the city square or the Kirwin Community building for a fund raiser Rummage Sale Sept. 29, 2007. Motion carried 4-0.
New Library Board Members, Betty Still and Judy Stockman, were accepted.
Gibson moved, Roth seconded to allow the use of the City Fire Truck for rides on Dec. 1, 2007. Motion carried 4-0.
Loyd moved, Roth seconded to have Mayor Hoffman attend the Mayor’s Summit in Hays KS. Motion carried 4-0.
Workshop in Salina for City Clerk was declined.
City Clerk will be on vacation Sept. 10th-13th 2007.
Rhonda Gibson gave a report on the recent meeting with the Phillip County Commissioners.
City Siren was discussed.
Loyd moved, Eakin seconded to adjourn the meeting. Motion carried 4-0.
