Regular City Council Meeting

The governing body of the City of Kirwin met Tuesday, August 7, 2007 for the regular city council meeting.
Present: Mayor Robert Hoffman
Council members: present: Brenda Loyd, Linda Roth, Rhonda Gibson, Todd Lumpkin, June Eakin
City employee present: City Clerk Wanda Jameson, City Superintendent Harold Holsman
Visitors present: Betty Still, Helen Cannon, Robert Eakin, Attorney Jerry Harrison
Mayor Hoffman called the meeting to order at 7:30 p.m.
Loyd moved, Eakin seconded to approve the minutes of the July 3, 2007 regular meeting. Motion carried 5-0.
Loyd moved, Lumpkin seconded to approve the bills for payment. Motion carried 5-0.
Attorney Jerry Harrison addressed the council concerning current complaints on inoperable and abandoned vehicles. After discussion Mr. Harrison suggested a city wide enforcement of Ordinance 197 and gave legal advice on the steps to take.
Loyd moved, Eakin seconded to start a city wide process of those in violation of Ordinance 197. Motion carried 5-0
Eakin moved, Loyd seconded to have the City Superintendent take responsibility of documentation of properties in question of violation of ordinances. Motion carried 4-1.
Mr. Harrison exited the meeting.
Directive was given to allow Brooke Insurance to give quote for 2008 insurance.
Update was given on Eller, Weeden and Kearns complaints.
Gibson moved, Loyd seconded to approve and sign lease agreement with USD #324 for the Kirwin Community Building. Motion carried 5-0.
Old bank building was discussed. It was reported by Vaughn to the city clerk that he had verbal permission to start demo on the building. Directives were given to notify Harold Holsman of the date, fire department will be notified to be on hand, all demo must be done from the back of the building, no permission to do any demo from the street.
Republication of Ordinance 228 was reported.
Trash pick up concerns were discussed. Directive was given to city clerk to send out surveys to see what issues were on the overall trash pickup.
Lumpkin moved, Loyd seconded to adjourn the meeting. Motion carried 5-0.
