Regular City Council Meeting

The governing body of the City of Kirwin met Tuesday, July 3, 2007 for the regular city council meeting.

 

Present: Mayor Robert Hoffman

 

Council members: present: Brenda Loyd, Linda Roth, Rhonda Gibson, Todd Lumpkin, June Eakin

 

City employee present: City Clerk Wanda Jameson

 

Visitors present: Betty Still, Helen Cannon, Randy Vaughn, Brady Ellenberger, Steve Ellenberger, Curtis Bretton

 

Mayor Hoffman called the meeting to order at 7:30 p.m.

 

Lumpkin moved, Loyd seconded to approve the minutes of the June 5, 2007 regular meeting. Motion carried 5-0.

Mayor Hoffman updated council on Mayor’s Meeting June 9th in Oakley.

 

Loyd moved, Lumpkin seconded to approve the bills for payment.  Motion carried 5-0.

 

Randy Vaughn updated council on the progress of demolition of the Old Bank Building.

 

Eakin moved, Loyd seconded to have Jerry Harrison Attorney attend the Aug. 7 council meeting. Motion carried 5-0.

 

Library board is working on a wiring project for the east side of the City Hall/Library building. The board asked if the City council would fund part of the expense.

Loyd moved, Roth seconded to pay $200.00 towards the wiring project. Motion carried 5-0.

 

Brenda Loyd council president read a letter address to the council from Melissa Johnson.

 

Roth moved Gibson seconded to prohibit cell phone use during council meetings. Motion carried 5-0.  

 

Complaint against Glen Eller.

Directive given to City Clerk to write a letter to Glen Eller for violation of Ordinance 129, Ordinance197 and blocking city alley.  

 

Gibson moved, Loyd seconded to install children crossing signs on West Main, east and west of West Third. Motion carried 5-0.

 

Gibson moved, Loyd seconded to install a stop sign on the NW corner of West Third and West Main. Motion carried 5-0.

 

Gibson addressed council on possible permits to allow livestock in town to help with unkept yard problem. No action taken.

 

Directive was given to the Mayor to speak with City Maintenance about cleaning up yards.  

 

Loyd moved, Lumpkin seconded to continue regular City council meeting on Monday July 9, 2007 at 7:30p.m. at City Hall. Motion carried 5-0.

July 9, 2007

 

Meeting called to order at 7:30 p.m.

 

Present: Mayor Robert Hoffman

 

Council members: present: Brenda Loyd, Linda Roth, Rhonda Gibson, Todd Lumpkin, June Eakin

 

City employee present: City Clerk Wanda Jameson

 

City Clerk updated Council on visit from Kansas Dept of Commerce, Linda Hunsicker, CDBG grant coordinator.

 

Loyd moved, Eakin seconded to use current account with separate line item for CDBG expenses. Motion carried 5-0.

 

Lumpkin moved, Loyd seconded to enter into the Grant Agreement NO. 07-PF-723 between the State of Kansas Department of Commerce and the City of Kirwin. Motion carried 5-0. 

 

Directive to City Clerk: ask Lowry Insurance to attend Aug 7th Council meeting.

 

Directive to City Maintenance: install a lock box on the thermostat at the Quonset set at 65-70, hang flags on poles for all federal holidays.

 

Lumpkin moved, Loyd seconded to adjourn the meeting. Motion carried 5-0.
