City Council Meeting
Tuesday June 3, 2008

The governing body of the City of Kirwin met Tuesday June 3, 2008 for the regular city council meeting.
Present: Mayor Robert Hoffman
Council members: present: Brenda Loyd, Linda Roth, June Eakin
City employee present: City Clerk Wanda Jameson, City Superintendent Harold Holsman
Visitors present: Max Lowry. Hilda Weems, Helen Cannon, Betty Still, Curtis Bretton, Libby Wiehman, Hudson Wiehman, Judy Stockman, Kenneth Stockman
Mayor Hoffman called the meeting to order at 7:30 p.m.
Councilman Todd Lumpkin entered the meeting.
Loyd moved, Lumpkin seconded to approve the minutes. Motion carried 4-0.
Bills were presented for payment.
Roth moved, Lumpkin seconded to approve the bills. Motion carried 4-0.
Guest Judy Stockman addressed council with the progress and needs of the Kirwin Wellness Center.
Lumpkin moved, Roth seconded to donate $5,000 from the D.G Hansen Grant funds to the Kirwin Wellness Center. Motion carried 4-0.
Mayor Hoffman addressed the council about the title insurance for the Kirwin Attendance Center purchase. He reported he increased the title insurance from $100,000.00 to $258,000.00.
Guest Max Lowry with EMC insurance went over the insurance options for the Kirwin Attendance center.
Guest Hilda Weems addressed council to request that Everett Smith not be allowed to replace his metal building that blew over in the last storm on the city right of way.
No action taken.
Mayor opened the floor to the public for comments and questions.
Discussion on what progress was being made with the Kirwin Attendance Center purchase and what needed to be done to complete the transaction.
Loyd moved, Lumpkin seconded to approve payment to USD #324 Eastern Heights for the purchase of the Kirwin Attendance Center. Motion carried 4-0.
Directive was given to Mayor Hoffman to speak with Attorney Tom Sullivan before next Monday June 9th school board meeting concerning legal progress on the Kirwin Attendance Center.
Open discussion on salvage bids on the Rader/ Vaughn property.
Issues with the City truck were brought up.
City truck was tabled until next council meeting.
Letter from the Kirwin Community Improvement Committee was read updating council on forming a committee for marketing the Elementary Building. They have set a date for an organizational meeting June 12, 2008.
Letter from Phillips County Commissioners was read asking for help in encouraging use of the solid waste service and if Kirwin would be interested in allowing residents in outlaying areas to bring there trash to town for pickup.
Discussion was tabled until further general and billing information could be obtained.
Councilman Loyd brought information on a mower for the city.
Roth motioned, Eakin seconded to get bids on a new city mower. Motion carried 4-0.
Sale of the salvage materials of the Rader / Vaughn property discussed.
Directive to City Clerk to contact individuals who gave verbal interest in the salvage but had not entered a bid with the city.
Resignation of City Treasurer was read. Letter from an interested party in the position was read.
Directive was given to post the position of City Treasurer for 30 days.
New hire Jennifer Lymer declined the position of City Clerk. It was reported to council that ads would be in the next newspaper publications.
Lumpkin moved, Loyd seconded to reinstate current City Clerk’s single policy insurance if the requirement of a minimum of 3 full days in the City Office were met. Motion carried 4-0.
Mayor Hoffman gave an update on the Verizon tower.
Lumpkin moved, Roth seconded to rock the city road to the drive way leading to the Verizon tower if the tower is to be installed. Motion carried 3-1.
Eakin moved, Lumpkin seconded to adjourn the meeting.
Meeting adjourned 9:15 p.m.
