City Council Meeting

The governing body of the City of Kirwin met Tuesday May 6, 2008 for the regular city council meeting.
Present: Mayor Robert Hoffman
Council members: present: Todd Lumpkin, Brenda Loyd, Linda Roth, June Eakin
City employee present: City Clerk Wanda Jameson
Visitors present: Curtis Bretton, Kenny Stockman, Dan Johnson, Helen Cannon, Betty Still, Billy Grismore Jr., Billy Grismore Sr., Leon Lutgen, Mary Lou Lutgen
Mayor Hoffman called the meeting to order at 7:30 p.m.
Lumpkin moved, Loyd seconded to approve the minutes. Motion carried 3-1.
Councilman Rhonda Gibson entered the meeting.
Bills were presented for payment.
Virgil Henry entered the meeting.
Gibson moved, Lumpkin seconded to approve the bills. Motion carried 5-0.
Eakin moved, Loyd seconded to accept applicant Jennifer Lymer to fill Kirwin City Clerk position. Motion carried 5-0
Guests Kenny Stockman and Dan Johnson addressed council about the public hearing to be held May 12, 2008 at the USD 324 school board meeting to close the Kirwin Attendance Building
Lumpkin moved, Eakin seconded to acquire the Kirwin Attendance Building if it could be purchase for one hundred dollars or less. Motion carried 4-0, 1 abstention.
Letter from Eddie Martin was read.
Ordinance 196 was read.
Virgil Henry asked to address council with question about property rights.
Roth moved, Eakin seconded to give Eddie Martin until June 1, 2008 to provide photographs of proof of progress on building improvement. Motion carried 5-0
Sealed salvage bid was opened.
Gibson moved, Lumpkin seconded to accept bid from Hilda Weems for 400 bricks at 2.5cents per brick. Motion carried 5-0
Loyd moved, Lumpkin seconded to set future sales of salvage brick at 2.5 cents a brick. Motion carried 5-0.
Billy Grismore Jr. asked to address council for clarification on fencing of inoperative vehicles.
Gibson moved, Loyd seconded to give Mr. Grismore a 30 day extension to come into compliance with Ordinance 197 on his fencing and to move one of the trailers. Motion carried 3-1, 1 abstention.
Scaffolding for renovations on the cities old depot and one room school was discussed.
It was directed to get bids on scaffolding rental.
Betty Still addressed council for the Pride Committee.
Lumpkin moved, Loyd seconded to allow the Pride Committee to put flower barrels on the city sidewalks. Motion carried 5-0.
Virgil Henry asked about progress on the city water and sewer improvements.

Loyd moved, Gibson seconded that the City Treasurer will be required to take online banking and Quick Books training. Motion carried 5-0
Lumpkin moved, Eakin seconded to use Kansas Department of Administration Municipal Services to assist with the 2009 city budget. Motion carried 5-0.
Lumpkin moved, Loyd seconded to continue cleaning and clearing the property Blk C, Range 5, Kirwin, lots 6-10. Motion carried 5-0.
Gibson moved, Lumpkin seconded to register with the surplus program for used equipment. Motion carried 5-0
Loyd moved, Gibson seconded to approve shell and gravel purchase up to $1200.00 estimated amount. Motion carried 5-0.
Eakin moved, Gibson seconded to adjourn the meeting.
