Special City Council Meeting

7:30 p.m.

 

A special meeting was called by Mayor Robert Hoffman on written request of 3 council members for the object and purpose of any and all issues relating to the City of Kirwin’s acquisition of the Kirwin Attendance center and properties.

 

Present: Mayor Robert Hoffman

 

Council members present: Todd Lumpkin, Brenda Loyd, Rhonda Gibson, Linda Roth, June Eakin

 

Visitors: Helen Cannon, Betty Still, Eunice Miller, Hilda Weems, Lynn Stockman, Carol Stockman, Kenny Stockman, Dan Johnson, Melissa Johnson, Wanda Jameson

 

Meeting called to order at 7:30 p.m.

 

Mayor Hoffman announced that on May 12, 2008 the School District USD #324 board of education voted 4-3 to sell the Kirwin attendance building, outbuilding and play equipment to the City of Kirwin for the sum of $5.00.

 

Meeting was opened to comments and discussion.

 

Eakin moved, Loyd seconded to hire Tom Sullivan Attorney at Law Phillipsburg Ks, as legal representation for this project. Motion carried 5-0.

 

Lumpkin moved, Loyd seconded to use funds from the Dane G. Hansen grant to cover expenses. Motion carried 5-0.

 

Eakin moved, Loyd seconded to budget 2,500.00 as commitment limit for purchase expenses.

Motion was amended to budget 5, 000.00 as commitment limit for purchase expenses. Motion carried 5-0.

 

Loyd moved, Roth seconded an August 1, 2008 deadline for removal of school property with an option to extend if needed. Motion carried 5-0.

 

Directive was given to the City Clerk to contact Jill Iserhagen to obtain title insurance and search. 

 

Loyd moved, Lumpkin seconded to contact Max Lowry EMC insurance to set up insurance coverage. Motion carried 5-0.

 

Lumpkin moved, Loyd seconded to adopt a budget of

$5.00 for remittance on property

$5000.00 for purchase expense

For a total budgeted amount of $5005.00

Motion carried 5-0.

 

Lumpkin moved, Gibson seconded to adopt Resolution 2008-1 a resolution to authorize the purchase of the Kirwin Elementary Attendance Center buildings and property, Kirwin Kansas. Motion carried 5-0.

 

Open discussion for forming a committee to investigate options and best use of the Kirwin Attendance Center.

 

Directive to the Kirwin Improvement Committee to find volunteers interested in serving on a committee and report those names to the council at it next regular meeting.

 

Gibson moved, Lumpkin seconded to adjourn the Meeting.
