City Council Meeting
Tuesday April 1, 2008

The governing body of the City of Kirwin met Tuesday April 1, 2008 for the regular city council meeting.
Present: Mayor Robert Hoffman
Council members: present: Todd Lumpkin, Rhonda Gibson, Brenda Loyd, Linda Roth, June Eakin
City employee present: City Clerk Wanda Jameson
Visitors present: Helen Canon, Betty Still, Robert Eakin, Judy Stockman, Joni Ellenberger, Larry Ellenberger, Deb Evans
Mayor Hoffman called the meeting to order at 7:30 p.m.
Gibson moved, Lumpkin seconded to approve the minutes. Motion carried 4-1.
Bills were presented for payment.
Gibson moved, Lumpkin seconded to approve the bills. Motion carried 5-0.
Mayor Hoffman updated council on Old bank building salvage progress.
Judy Stockman asked for bricks for the Wellness Center.
Judy was instructed that the salvage was in a bid process first.
Questions from visitors and open discussion about authority to sale and ownership of the salvage of the Old bank building pursued. No action taken.
Loyd read K.S.A 12-104 on governing body authority.
Lumpkin moved, Roth seconded to advertise for sealed bids on salvage. Motion carried 5-0.
City Clerk resignation was discussed.
Wanda Jameson will be working part time until replacement is found. Melissa Johnson also offered additional help if needed.
June Eakin and Linda Roth presented City Ordinance 197 Parking and Storing of inoperative vehicles and Kansas Junkyard and Salvage Control Act on salvage yards.
Eakin moved, Roth seconded to send a letter to property owner Billy Grismore Jr. to move his junk cars on 111 Cottonwood because his fence will not be built in the 30 day time limit. Motion carried 5-0.
Kansas Junkyard and Salvage Control Act 68-2203 Definitions (a) the term junk were read.
Eakin moved, Roth seconded to notify the State inspector about properties with junk issues. Motion carried 4-1.
County Wide Clean was tabled until more information could be acquired.
Lumpkin moved, Eakin seconded to waive the fee on the Quonset to the post prom committee as a donation. Motion carried 5-0.
Mayor Hoffman reported Harold Holsman did not attend council meeting due to illness.
Mayor Hoffman updated the council on recent meeting with Pretty Prairie and other communities dealing with water issues.
Lumpkin moved, Roth seconded to send the next nitrate sample to SDK labs of Hutchison.
Directive to post City Clerk job opening in local businesses.
Gibson moved, Lumpkin seconded to adjourn the meeting.
Meeting adjourned 8:30 p.m.
