City Council Meeting

Tuesday March 4, 2008

The governing body of the City of Kirwin met Tuesday March 4, 2008 for the regular city council meeting.

 

Present: Mayor Robert Hoffman

 

Council members: present: Todd Lumpkin, Rhonda Gibson, Brenda Loyd, Linda Roth, June Eakin

 

City employee present: City Clerk Wanda Jameson

 

Visitors present: Robert Eakin, Curtis Bretton, Billy Grismore Sr, Billy Grismore Jr., Leon Lutgen, Mary Ann Lutgen, Bruce Stockman, Judy Stockman, Tracey Atchison, Betty Still, Helen Cannon

 

Mayor Hoffman called the meeting to order at 7:30 p.m.

 

Eakin requested the minutes to be amended to state that a special meeting was to be called after the conference with the city Attorney.

Loyd moved, Eakin seconded to approve the minutes as corrected for the February 5, 2008 meeting. Motion carried 5-0.

 

Meeting was recessed to contact Harold Holsman.

 

Council requested that it be noted that Harold Holsman, City Superintend has not attended the last 3 council meetings.

 

Bills were presented for payment.

Questions on the City Attorney bill were discussed. No action taken.

Loyd moved, Roth seconded to pay bills. Motion carried 5-0.

 

Mayor Hoffman updated council on the recent Phillips County Solid Waste meeting he attended Feb. 27. Hoffman reported the city solid waste charge will increase $179.50 a month. We should have a reweigh around July- August after the school is closed and the dumpster removed there. Discussion on what the trash truck will take. No action taken.

 

Update on the conference with the City Attorney.

Clerk read notes from the conference. No action taken.

Salvage of demolition of Blk. D, Range 6, Kirwin Sub Division Lot 23, facing the square and Blk. D, Range 6, Lots 19-20 Kirwin Regular Tract were discussed Loyd motioned, Rhonda seconded once the 30 days is up to accept sealed bids on the salvage to recoup the cost of cleanup.. Motion carried 5-0

 

Clerk reported on progress of KDOT violation on Martin Salvage Yard.

 

Meeting with Pretty Prairie and other communities dealing with KDHE is set for March 10, 2008 on water issues. Mayor Hoffman will be attending. 

Clerk reported on phone call from Chris Cox about the feasibility study required by KDHE on the cities Nitrate issue.  

 

Billy Gilmore Jr. addressed the council on the inoperative vehicles that he has on his property at 111 E. Cottonwood. Gilmore stated he would move the vehicles from the front of the property by the next Monday. He stated his intent is to clean up the property and store demolition vehicles (car bodies only) that will be housed behind a fence. No action taken.

Eakin suggested a motioned that people should notify the city when junk cars are being brought into town. No second. No action taken.   

 

Leon Lutgen addressed council on the issue of Phillips County Snow removal this winter. The snow plow cut too deep into the grass right away and dumped the excess sod into the ditches making it impossible to mow. Mr. Lutgen reported that he had called and wrote to the County Commissioner that clean up was needed and had not receive any response back as of yet.

Directive to City Clerk: write a letter suggesting the Phillips County repair the damage that they did to the ditches.

 

Everett Smith had a written request. He asked for permission in writing to be allowed to build a structure that would extend onto City property.

Council denied written consent. Council will not give City easements away. There are other structures that extend onto city property around town, so building will not be prohibited. Mayor wanted it noted that if future councils want or the City of Kirwin needs the property the structure will have to be removed.

 

Betty Still addressed council on Pride Committee activities. Loyd moved, Gibson seconded to allow recycling barrels to be placed on city property by the Kirwin Community Pride Committee. Motion carried 5-0.

 

2008 Water Capacity Development Survey: No action taken.

 

Mayor Hoffman opened the meeting to the public for comment.

 

Bruce Stockman addressed council and asked if any action had been taken on adopting any new Ordinance. It was reported none so far.

 

Directive to City Clerk: write a letter to Virgil Henry that his chickens are loose and to keep cleaning on his property.

 

Loose dogs discussed. No action taken

 

Property cleanup: Lack of individuals to contact about yard work was discussed. Loyd suggested Phillips County Chamber or the Radio Classifieds.

Directive to City Clerk: write a 30 notice Jones/Nelson for property cleanup.  

 

Lumpkin moved, Loyd seconded to adjourn the meeting. Motion carried 5-0.

 

Meeting adjourned 8:30 p.m.
