Regular City Council Meeting

The governing body of the City of Kirwin met Tuesday, November 6, 2007 for the regular city council meeting.
Present: Mayor Robert Hoffman
Council members: present: Todd Lumpkin, Rhonda Gibson, Brenda Loyd, Linda Roth, June Eakin
City employee present: City Clerk Wanda Jameson, City Superintendent Harold Holsman
Visitors present: Betty Still, Helen Canon, Dennis Zimmerman, Curtis Bretton, Scott Sporul.
Mayor Hoffman called the meeting to order at 7:30 p.m.
Lumpkin moved, Roth seconded to approve the minutes of the October 2007 regular meeting. Motion carried 5-0.
Bills were presented for payment. Directive was given to check Nex-Tech for phone rates. Council passed on bill payment at this time.
City Clerk request for mileage funds to attend CMC Institute.
Loyd motioned, Roth seconded to advance mileage funds for CMC Institute. Motion carried 5-0.
Scott Sporul on behalf of Nex-Tech Inc. requested to enter into a Video Service Agreement with the City of Kirwin to provide video service to cover City of Kirwin. Loyd motioned, Roth seconded to sign a Video Service agreement with Nex-Tech, Inc.
2 Yea, 2 Nays, 1 abstention, with the Mayor vote for the motion. Motion carried.
Lumpkin moved, Eakin seconded to approve the bills for payment. Motion carried 5-0.
Betty Still reported to the Council on a possible Pride Committee to be formed in Kirwin. The date set for the first informal meeting will be 6:00 p.m. November 19, 2007 at the City Library.
KDHE Sanitary Survey Inspection report was reviewed.
Loyd moved, Lumpkin seconded to contact Schwab Eaton to prepare feasibility report as directed by Kansas Department of Health and Environment. Motion carried 5-0.

Loyd moved, Roth seconded to accept a bid from Bohl Construction for demolition of an unsafe structure at Blk D, Range 6, Kirwin Sub Division Lot 23, facing the square and Blk D, Range 6, Lots 19-20 Kirwin Regular Tract. Upon completion of demolition a notification of ordinance violation 196 shall be sent to the property owner of Blk D, Range 6, Lot 17 with 45 days to comply. Motion carried 5-0.
Loyd motioned, Lumpkin seconded to accept the bid from Cunningham Sandblasting for inspection and repairs on the Kirwin water tower. Motion carried 5-0.
Loyd moved, Eakin seconded to proceed with a 3 phase plan to repair and paint the old school house and depot. Motion carried 5-0.
City employees proposed equipment improvements to the council. Council agreed to consider the proposal but would like more estimates on the cost.
Rhonda Gibson asked permission for the Girl Scouts to help spruce up the City Christmas decorations. No objections.
Gibson moved, Roth seconded to adjourn the meeting. Motion carried 5-0.
